Economic Dialogue: Challenges and Opportunities

The Economy: It’s on everyone’s mind. The Pacific Rim International Conference on Disabilities is dedicating a day (and an early bird on Tuesday) on the subject, hoping to educate, illuminate and stimulate new ‘out of the box thinking.’ We hope you join us for some of these exciting sessions.

Keynote: Andrew Imparato
Transforming American Disability Policy by Dismantling the Poverty Trap
Washington-based disability rights lawyer Andrew Imparato, will discuss AAPD’s agenda to improve the economic status of people with disabilities in the U.S. by transforming the largest federal programs that serve Americans with disabilities so that they are more consistent with the goals of the Americans with Disabilities Act: equality of opportunity, full participation, independent living, and economic self-sufficiency. Imparato will also discuss efforts underway in Washington to advance the disability policy agenda in the context of the Obama Administration. Learn more about Andrew Imparato

Is the Social Net Disappearing? What We Can do To Make Things Right

The national agenda and policy directives for persons with disabilities continues to progress. At the same time, as the economy continues to slide, strapped states are cutting much needed social and medical services for people including those with disabilities. Are these cuts ethical? Do these cuts reflect a caring society? Do we want to bury our heads in the sand or be empowered and stand up for what is right. Let’s talk.
Louis Erteschik has been an attorney for thirty five years. I have been with the Hawaii Disability Rights Center for nearly six years. For twelve years he was a Hearing Officer at the Department of Health and for fourteen legislative sessions, he functioned as a staff attorney for various Senators and Committees, including Health, Human Services, Environmental Protection and Ways and Means.

Debbie Shimizu, LSW, is the Executive Director of the Hawaii Chapter office of the National Association of Social Workers (NASW). Prior to her position at NASW, Ms. Shimizu worked at the University of Hawaii School of Social Work, Fort Shafter Army Community Services, Mental Health Association and the Easter Seals Society.

Samantha Marsh is AUCD’s 2009 Disability Policy Leadership Fellow. Samantha is a doctoral student in the Special Education and Disability Policy Leadership Program at Virginia Commonwealth University (VCU) and a former LEND trainee from the VA-LEND Program as well as working with the Partnership for People with Disabilities in Richmond, Virginia.
Alex Santiago, CPS Social Worker, was a Hawaii state representative for ten years until he retired in 2000. For tow years, he served as the the State Democractic Party Chair. Currently, he has his own consulting firm, Health and Human Services Consultants, is the Executive Director of the Hawaii Psychological Association and also the Executive Director of PHOCUSED.

Today Anna travels the nation consulting with providers about the benefits of electronic documentation and the importance of corporate compliance, as the Assistant Director of Implementation for Therap Services.

Self Organization, Swarming And Communication as Keys to Program Optimization in Turbulent Times with Gary Fontaine
This talk applies what we are learning about self-organization, swarm intelligence, and communication among organizations as processes for
optimizing program sustainability and effectiveness in times of rapid social and ecological change.

Gary Fontaine is a professor in the School of Communications at the University of Hawaii and on the adjunct faculty of the Web-based Organization Management and Development program of the Fielding Graduate University in Santa Barbara, California. His primary professional interests center on persons, teams and organizations as they encounter the adjustment, performance and motivation challenges of “strange lands”—novel and rapidly changing ecologies characterized by new people, places, cultures and technologies.Over the years he has applied this focus to global assignments in business and government, our diverse, rapidly changing workplaces and communities at home, geographically dispersed teams, distance learning, knowledge creation and transfer, criminal justice, service delivery, and close relationships such as marriage.

Annabel has been a professor of business communications and public speaking at Hawaii Pacific University and has taught at the University of Hawaii School of Business. She has held leadership positions in non-profit, government, and private organizations and has a Masters degree in Public Administration from Harvard University.
