“The United Nations Convention on the Rights of Persons with Disabilities”

The adoption of the International Convention on the Rights of Persons with Disabilities is a historical momentum for disabled persons, Some 130 countries have signed the Convention and 16 countries ratified it. In the past, persons with disabilities and professionals working in this field have promoted their human rights, equality, non- discrimination and full participation. This Convention is beyond the concept of non-discrimination, and it is comprehensive, promoting affirmative actions and developmental work in order to realize disabled people’s socio-economic rights. Ms. Nagata will cover the issue of “how to mainstream disability and the principles of the International Human Rights Convention into development work, in partnership with disabled people’s organizations and self-help groups.” This session is interactive and participatory.

Biography

Kay Nagata has been involved in promoting “disability inclusive development” during her 24-year career with the United Nations.

Prior to her current position at the United Nations Headquarters, she had served as the disability focal point at the International Labor Office (ILO) Geneva, the UN ESCWA (Iraq, Jordan and Lebanon), UNTAET East Timor, and the UN ESCAP (Bangkok).

Ms. Nagata has extensive experience about the International Convention, the Asian-Pacific Decade of Disabled Persons (2003-2010) and its policy, “Biwako Millennium Framework”, as well as promotion of the twin-track strategy of disability mainstreaming into various sectors of development (cooperation).
